I recently discovered that I can stop the toggling by mashing on the keyboard and during the toggling the keyboard is slow to respond or may not respond at all. This last time when I installed XP I purposefully didn't do any windows updates and my laptop buttons worked flawlessly for about a month until they started acting up again.
