It might not even be a program that is causing it, but a wrong setting.
Anyway, I don't complain coz it is the first time that I didn't get a solution to my problem here.
Look for "Norton Product Tamper Protection" and turn it OFF. It was a little shaky at first but seems pretty solid now. One thing is for sure...
