its a Dell XPS windows xp professional edition. NOT SYSTEM RESTORE. I tried to search on a different computer and in the end I put the windows xp cd and tried to repair it. Windows 10 Programs Won't Open I was using the Dell XP Home SP2 CD anyway (it was a Dell laptop) so I figured between installing SP3 and all the Windows updates I would be okay.

I tried a different disc, same thing. Desktop Icons Not Working it worked.
